The Institution of Civil Engineers (ICE) is a registered charity that strives to promote and progress civil engineering.

The ICE believe that civil engineers are "at the heart of society, delivering sustainable development through knowledge, skills and professional expertise."

With this in mind, they are a qualifying body, a centre for the exchange of specialist knowledge, and a provider of resources to encourage innovation and excellence in the profession worldwide.

The ICE was founded in 1818 and was granted a royal charter in 1828 with an aim to "foster and promote the art and science of civil engineering". Now the number of members has grown, and the ICE represents nearly 80,000 members worldwide.

The basis of duty of care is that any person who imports, produces, carries, keeps, treats or disposes of controlled waste, or as a broker, has control of such waste, must take all measures applicable to him/her in that capacity as are reasonable in the circumstances to:

  • Prevent the deposit of controlled waste on land except under the terms of a waste management authorisation;
  • Prevent the escape of waste from his/her control, or that of any other person;
  • Secure that any transfer of waste is only to an authorised person; and
  • Be accompanied by a description adequate to help any subsequent holder avoid breaching the duty.
